Максимально возможный уровень производства в стране при полном использовании всех имеющихся ресурсов. Производственный потенциал экономики (productive potential) зависит от численности рабочей силы и среднего уровня производительности труда, который в свою очередь зависит от уровня технологического развития, величины запасов основного капитала на одного работника и капиталоемкости. Потенциальный ВНП взаимодействует с совокупным спросом и определяет уровень реального ВНП. Если совокупный спрос не достигает уровня потенциального ВНП в какой-либо момент времени, тогда уровень реального ВНП будет равен уровню совокупного спроса, в результате чего образуется дефляционный разрыв (см. Deflationary gap) между реальным и потенциальным ВНП. Однако, при высоком уровне совокупного спроса потенциальный ВНП ограничивает рост реального объема производства, при этом дополнительный совокупный спрос, превышающий уровень потенциального ВНП, образует инфляционный разрыв (см.
